With reference to our letter of 20th September 34921 I now have the honour to enclose for the information of The Earl of Elgin duplicate copies of a report by Mr Chadwick

in reply to a complaint regarding Wrought Iron Piping supplied to the Government of Hong-Kong for the Praya Service Reservoir under Indent No.45 (Requisition 254) of 11th June 1903.

2. Duplicate copies of the report of the Inspecting Engineer, to which Mr Chadwick refers, are also enclosed.

3. We would particularly invite the Secretary of State's attention to paragraphs 7, 8, 12, 13, and 21 to 24 inclusive,

of Mr Stanger's report and to the conclusion which he draws from his examination of the samples sent home by the Colony in support of the complaint.

4. Briefly Mr Stanger states that every pipe was to the best of his belief tested to 1500 lb. He thinks that sample No.1 had been subjected to improper treatment which would account for its becoming damaged. Sample No.2 he finds to be a butt-welded pipe, such as did not form part of the supply. Sample No.3 he finds to be a thinner pipe than any

of the supply under consideration. At the same time it corresponds in thickness with pipes supplied under a previous indent which were only required to be tested to 900 lb.

5. I am to request that you will move His Excellency the Governor to inform the Secretary of State,

c. &c.
